This chapter assesses the Chinese Communist Party's (CCP) efforts after the spring of 2005 to bring an end to the wave of public mobilization. It proposes that the effectiveness of China's propaganda essentially rests on three actions: (1) shaping the media environment in which the public gets news; (2) influencing trends in public opinion; and (3) persuading the public not to engage in political activities the Communist Party deems threatening. The CCP was successful in bringing about an improvement in public attitudes, commercial media coverage, and political activism toward Japan. Public opinion improved substantially, reversing previous trends of antagonism, effectively ending the wave of public mobilization. This phenomenon demonstrates that despite the dramatic social, economic, and technological transformation of China, the CCP retains an impressive ability to influence public attitudes and political behavior, thereby ensuring the survival of the Party.
