This chapter presents the English translation of Section 1 of Fukuzawa Yukichi’s text Gakumon no susume (An Encouragement of Learning). In this section, he declares that all men are born equal and there is no innate distinction between high and low. On the issue of learning, he says that “the object of one’s primary efforts should be a practical learning that is closer to ordinary human needs.” “But in the pursuit of learning it is necessary that each person knows his capacity.” On the subject of freedom, he says that “Heaven grants freedom from bondage to each individual person, and each individual country is free from bondage as well”.
