This chapter presents the English translation of Section 4 of Fukuzawa Yukichi’s text Gakumon no susume (An Encouragement of Learning). Here, Fukuzawa assesses the pros and cons of scholars becoming officials or remaining in the private sector to promote the independence of Japan, and he sides with the latter position. He is not advocating the private sector for his own gain, but rather only discussing it based on his own daily experience. He says that if others can reject his position with strong evidence, or if they can clearly state the disadvantages of the private sector, then he shall gladly defer to them. His reiterates that he ultimate interest is the nation’s welfare.
